There's a CSI Miami episode that features quite visibly a fictional
flag. Two of the episodes in the series evolve around the sons of the
"General-for-Life" of a fictional South American country called Baracas,
a couple of playboys using their fathers' diplomatic immunity to create
mayhem in the Miami high life.
The flag pops up the se second of these two episodes. Unfortunately,
it's a quick hack, despite turning out to be an effective flag: it's
obvious that the props people simply bought a venezuelan flag and an
argentinian flag, cut out a roundel with the argentinian sun and sewed
it onto the venezuelan flag below the arc of stars, centered on the
limit between the red and blue bands. It turns out good looking, but if
you know a little about national flags the references are just too
obvious to be missed and the effectiveness of this as some other
country's national flag is pretty low.

An episode of CSI: New York featured diplomats from a fictional
island nation in the Atlantic called Tescara. One scene shows briefly
its flag: it's quartered per saltire, blue on top, yellow on hoist and
fly and green at the bottom. Over all there's some device, predominantly
yellow, probably a coat of arms.Except for the overall device, it's like the GIF above.
Although the colours were perhaps a bit more dull than this, but
these are the nearest websafe equivalent.
